The Saskatchewan Building Officials Association, in partnership with Southeast Regional College, has developed a 42-module home-study training program for building officials and private inspectors.

  • Learn to inspect one- and two-unit dwellings and accessory building under the Code in the province
  • Examine legislative authority and legal process for administering & enforcing the National Building Code
  • Examine the responsibilities of an official in the performance of duties
  • Discuss civic administration report writing
  • Work with the public
  • Develop basic skills in plan reading
  • Process permit applications and site inspections of one- and two- unit dwellings

BCTC is offered in a flexible home study program designed to meet the time constraints of all learners. It is a comprehensive home study of the National Building Code of Canada, one- and two- unit dwellings.

During this home study program, participants will have access to a Technical Advisor (an experienced Building Official) for clarification of technical information. Review sessions and site-inspection tours are conducted twice yearly. The review sessions are held at the SBOA and spring and fall conferences. On-site inspections are scheduled for Regina in the spring and Saskatoon in the fall.

All examinations are held at times and locations convenient to the individual participant.

Section Examinations
A grade of 80 percent is required for successful completion of Section I, II, and III. This mark ensures that the professional standards of the industry are upheld.

    All examinations are open book.

Each of the three sections examinations are conducted on demand by participants. Examinations are held at post-secondary educational institutions that are approved by Southeast Regional College and arranged by the participant.

Challenge Examinations
Challenge examinations may be written for Class 1, Class 2, or Class 3 examinations. (See Saskatchewan Municipal Government's Reference Syllabus for Candidates brochure).

Why Register?

William N. Hawkins, Chief Building Official for the Province of Saskatchewan comments on the need for training:

"The protection of life and the protection of property! These are the two primary objectives building officials deal with daily as they review plans and conduct inspections of new construction. Applying The Uniform Building and Accessibility Standards Act and the National Building Code of Canada helps us achieve these objectives. Structural adequacy, fire safety, health and accessibility are the cornerstones of the National Building Code. That makes it critical for building officials to know how to read, understand and apply the code in a variety of circumstances. Through training, mentoring and hands-on experience, building officials garner the necessary skills to serve the needs of local authorities and to ensure the province's building and accessibility standards are being met. The Building Code Training for Canadians - Series 1 program allows candidates the opportunity to train at home while they are working toward the certification needed to become a licensed class 1 building official."
